The law is always trying to find ways to make crime XYZ the worst it can possibly be in order to get the maximum possible punishment. It was a tactic of those old tough on crime stances that just became part of the culture over time.
Cause if X person did the heinous crime of jaywalking, a tough on crime legal-ite could also hit them with public endangerment, wonton disregard for public safety, attempted insurance fraud and a good lawyer could say X was trying to commit suicide and thus slap on attempted murder of the self as well. Cause there are instances where people have tried to make suicide punishable by death.
It's all about maximum harm.
