Gasoline cost solutions. More public transit?

The bay area metro, public buses,walking\biking, Subway. Rickshaw.

Given more traffic and basic economic principles. If prices go up as demand exceeds supply. Only two solutions really exist.
1 increase supply\decrease cost of production. Or 2. Decrease demand\ reduce amount needed (increase efficience) \create alternatives (electric cars, HASNT helped much)

There are still two main solutions
1. Agricultural based fuel such as gasoline from hemp oil; or Biodeisel ( fryer oil kinda thing).
2. Alternatives ex. Passenger rail, zip lines, waterways. Public transit etc.
Therefore how to lower gas prices?
I just spelled out the best options.

@HobNoblin no need to drill. Hemp oil can be made into gasoline. I know how. So do the oil producers (i mean "drillers").

@Patriot96 agricultural hemp oil gasoline is best for the American economy. Drill for "fossil fuel" is the longest running distraction campaign in modern times.
