I want to say people are, in a sense, devolving.
Too many seem to have forgotten all but themselves and what is good for them, not the community/country/world.
It's like there is this large group of people who feel if it is good for others, others not like them, then they somehow are losing out or will somehow suffer.

Evolving. The masses are usually taught to obey and believe everything without question. The fact that we can have discourse, at all, and are aware that the world is a shitshow right now, is not something that has always existed.
Both. Both things are happening in different ways in nearly every corner of the world now it seems. For every step forward, something else of extreme value is then left behind in our path like sad little breadcrumbs of what used to be.
