Around here, Hurricane Harvey destroyed many low cost homes/apartments and the owners decided not to repair them. The people had nowhere to go. Many were housed in hotels at government expense, but even that space was limited. To complicate matters, some businesses had to shut down, leaving low income people with no alternatives.
