What's the difference between transgender people and tomgirl/boys?

Transgender people are (basically) people who feel like they have been born in the wrong body. For example someone who identifies as (feels like they are) a female but has a male body could be considered transgender.
Tomgirls and feminine boys generally don't feel like they should have been born with the opposite sex's physical characteristics and/or sex organs. They just express themselves in ways that are traditionally considered feminine (for boys) or masculine (for girls). They don't flat out identify with the sex their expression of themselves "matches".
It's obviously really complicated and difficult to explain. But in short, they are not the same thing.
Maybe look up some lgbt blogs. It might be more helpful than SW.
