I don鈥檛 know but do know when I was young and was living in the country & walking down the road for exercise they were the creepers that would stop and offer a ride trying to get me into their cars. I started carrying a knife because of it.

@Harryy I know, I wouldn鈥檛 dare walk down the road alone in India, it鈥檚 not even safe in many places in villages etc.

It's a negative stereotype developed by girl who don't date older men.
In a broader sense, girls label a guy creepy when he pays them any attention but is not "good looking" or their type.
