However, the Soviet government did not officially declare that there was free speech in the USSR. Instead, Stalin's speeches and actions were aimed at mobilizing the population and maintaining control over dissent and opposition. The Soviet Union signed legally-binding human rights documents, but these were neither widely known or accessible to people living under Communist rule, nor were they taken seriously by the Communist authorities"
