In [i]Talking to Strangers[/i] Malcolm Gladwell talks about the "coupling" phenomenon in both suicide and violent crime. An overwhelming majority of both are tied to specific locations/opportunities. If the suicidal don't have access to their method of choice, suicide rates plummet. Case study on point is when Great Britain converted from Town Gas that had lethal amounts of carbon monoxide to natural gas that did not, suicide among women (where gas tended to be the preferred method of suicide) plummeted. Suicides by men are extremely lower in countries where guns are not as readily available as in the U.S. Put up barricades on bridges and suicide rates drop -- they don't tend to just use a different method.

Same with violent crime neighborhoods. Disrupt those neighborhoods, confiscate the guns, and violent crime goes down rather than seeking new locations.
