By focusing on rehabilitation, innovative corrections methods and lowering sentencing, the Netherlands has achieved a goal that most countries envy. They now have the ability to pour resources into organized crime, drug syndicates, and cyber crimes focusing less on minor offenses.

@Picklebobble2 It works in the UK when projects are allowed to run without political interference. Unfortunately the popular appetite for punitive justice means that what works well at a local level is rarely fed into the national system. Instead we end up allocating lots of resources to locking people up and achieving poorer outcomes in terms of reoffending.
