I would talk to the police, because that's a privacy issue. They could at least ask you first. Sounds like a bunch of weirdos.
Contact the NAACP. Relate these incidents and ask for their advice. In a way that seems like profiling and harassment.

When neighborhoods start to diversify, property values go down and crime goes up.

People do not want their good neighborhoods ruined by outsiders.

I'm going to stay more on my side there are more cops on our side and it should be somewhat less of an issue
I would definitely go the authorities. That's not only an invasion of privacy for a stranger to take your picture without consent, but in this case it's also harassment. You could probably sue them.

Here in the U.S., there is no expectation of privacy while in public.
