A lot of people keep taking my picture, a neighborhood watch? How to deal with this situation?

It gets scary but people randomly come up to me and take my picture. I believe it's a neighborhood watch and it frustrates me because a lot of ethnic people hang out on the "White Side" of the area? Its hard prove this but who can I talk to for assistance?

I would definitely go the authorities. That's not only an invasion of privacy for a stranger to take your picture without consent, but in this case it's also harassment. You could probably sue them.
