Does it tell us to fear no human being but God the creator

Does he protect us?

Yes

Does it tell us to fear no human being but God the creator

God is no human and it tells us to be conscious, aware, fearful, and shy of God

Does he protect us?

Yes. But He also lets those who turn away from Him have their choice and go wherever they choose
