What is the best tool/platform/program to use for building websites from scratch? [I Design Websites]

What is the best platform/program to use to build a website from scratch nowadays? I'm helping a friend make one. I made one YEARS ago in class, but so much has changed. Any advice? Books or other sites to check out?

@sweetiepoo If you don't want to use WordPress, then you might look at sites like SquareSpace or Wix. I found SquareSpace to be expensive and arcane, especially for how limited it is, but it might work for you. Wix has its own quirks, but appears to be OK.

@sweetiepoo If you don't mind jumping into the deep end, I recommend ExpressionEngine. It is my preferred website system, but it has a learning curve that is not for the faint of heart and hefty hosting requirements. That being said, once you get over the hump, it is by far the best solution I've ever used.
