The best way to build a website from scratch is to use a good text editor and code it by hand.
That may be too much for what you want to do.
A good option is to use WordPress, especially hosting at WordPress.com. It's easy and it's cheap, especially if you want a blog-like site.
If you want something other than that, it's a path into Perdition, but that's a different issue.

@sweetiepoo If you don't mind jumping into the deep end, I recommend ExpressionEngine. It is my preferred website system, but it has a learning curve that is not for the faint of heart and hefty hosting requirements. That being said, once you get over the hump, it is by far the best solution I've ever used.
