I don't get it

I finally got my steam deck the other day. I tried to download my game and I didn't have enough memory space to download it. So I ordered a SD card and got it yesterday. I started to download it and omfg my internet is SO SLOW at the rate it was downloading it would take a week for it to download. I thought I would ask my neighbor if he had high speed internet and he did. Omg it downloaded my game in less then 3 hour's. I do not understand this is 2023 why doesn't all internet providers just give out high speed.
