Imagine if you have three photos on the wall. One of the photos has been knocked to the floor. You walk into your home and see the photo on the floor and say "Oh no, that photo belongs on the wall." And then someone corrects you and says "All three of the photos belong on the wall."
Which statement is more accurate to describe the message you meant to convey? Saying that photo belongs on the wall does not mean the two still on the wall need to be removed. It is an acknowledgement that a problem exists. That one of the photos is not where it should be.
People generally agree that all lives matter, except for some who think that no lives matter. The message Black Lives Matter is a response to people treating black lives as if they do not matter as much as other lives. It is addressing the problem that exists. It is not a claim that the other lives should not matter.
