its a really permissive place but they have decided on some rules and that is one of them, can't send pics till you both have chatted, stuff like that.
Also a PM is very direct so members have the option to disallow younger people
and one member I saw had no way to PM them

I believe if your account is flagged as adult, you cannot message a minor. Used to be that way anyhow. I don’t know of other restrictions that may exist.

No its either restricted or cant send the same message
