Men being more visual in general develop more extensive fetishes in general is my working theory although brain science could reveal more. Some of those are rare like whites of eyes or a seemingly strong fascination with teeth. Some of this is rooted in biology and others in early experiences. Maybe some 8 year old boy saw some girl laugh one day exposing her teeth and by sheer luck or something got aroused and boom, there is the start. Who knows for sure though. Fascination with hair, legs, ass and face of women have more evolutionary reasons perhaps.

I've wondered this myself and I've read that it might be linked to higher testosterone levels. Though how that might work I have no idea.
