An SW User's Identity

Several times, I've seen on someone's profile, "X This account has received several reports regarding its identity. Please use caution when communicating with this user."

Are there things in particular which inform people this is true about someone?
What are the signs?

@Lilnonames It's so crazy around here. And I KNOW people make up a lot of stuff and report it just to get others in trouble to satisfy their own feelings. Admin can't possibly investigate ALL of it, if any. So, I think their automated system sends out notices on the basis of what messages it receives. Do you think that's what happens?

@PhoenixPhail It also depends on a persons reputation score here. How long they have been a member and the amount and type of reports against them.

@Magenta It would be helpful if Admin were to let the user know that there have been reports on them, and to tell them know what kind of reports. Sometimes, people don't know they're doing anything wrong because there's never any word from the user they've been talking with, or from Admin, that anything is out of place. Why wait until the bottom falls out instead of taking a stitch in time to save nine, as it were?
