It's the same price for each, breakfast included.
So the basic room is literally the essentials. Bed, tv, shower and it's nicely decorated and modern etc. The expensive room has a king bed, balcony, and is a larger space.

I'd go basic room in the fancy hotel.

Basic Room at the nicer hotel in most situations. The exception might be if I'm living out of the hotel for an extended period, like a few weeks for work, then I might go for the nicer room in a basic place. If I'm on vacation, I'm going to want the amenities like a pool, hot tub, sauna, and such. If I'm working out of it, I'm going to want the nicer room to decompress in.
