It's only a second sink - used for rinsing off, washing fruit, etc.

A very common fitting.

I have one similar though the left-hand sink is rectangular so making better use of the area. Some kitchens even have two ordinary-sized sinks with a third, small one between them, in one unit.

I think it is for washing your fruits and vegetables
