Gap filling practice for my high elf army

I'm debating doing units of 21 sea guard instead of units of 20 for the ones which won't have characters attached (3 ranks of 7 instead of 4 ranks of 5). The ones with characters attached will have 23 sea guard (3 ranks of 8). And I'm still deciding on whether two units of dragon princes is overkill - it seems like it.
