If someone has a serious hereditary disorder, should they consider the ethics of having a child?

If the chances are more likely their children will inherit the disorder and it is one that has caused them suffering on their own lives, would it be cruel to plan to bring children into the world?

I have often thought so. For instance, I saw a mother born with no arms, and her child also has no arms, but she thought her life was wonderful enough that she wanted to pass it on. Her son, on television, had one of those tooth gritting smiles that look very fake. I think adoption, puppies and kittens are the route to take for some people.
