Should the frenulum be left intact?

I read that the frenulum usually doesn't develop when a cock is circumcised at birth, and the evidence appears to bear that out. In any case, doesn't it look better without? It allows the cock to be straighter when hard.

@PunkRockSuperStar Yes, when the circumcision is done early the frenulum hasn't developed.
