Maybe enroll her in a martial arts class. Good martial arts classes teach ethics, self-discipline and avoiding fighting unless absolutely necessary. Also some guys would be enraged if she did that to them and counter-attack. She could suffer serious injuries.

Yeah you should nip that real quick because not all boys let that slide and one day she's going to mess with the wrong one. Self defence is one thing, but picking fights because someone is a nuisance is another.

Wow at schools in my city that would be grounds for suspension and maybe even sexual harassment If the boy wanted to make a big deal about it.
You were pretty vague about what the boy did to be a nuisance to her but nuisance doesn't give me the impression that it was something that warranted such a response.
She needs to learn to handle her aggression towards those that bother or annoy her and also to be fully aware of all of the possible consequences including violence towards her by someone who is stronger.

Talk to her and discipline her
