The user's account was fully restricted, preventing the user from posting, replying or sending any messages. It was done for a number of reasons that Andrew prefers not to disclose, but he can or will eventually suspend the account.

Not entirely sure how that works, but I've seen at least one account a year or what back with the 🚫 sign as a profile picture, which came back afterwards.

Yes for rule breaks you get temporarily suspended or restricted access…for permanent bans there is no return
