Cop or gangster?

you have to pay every year for a license plate that doesnt change even though they already have all your info. They pick you out of a crowd of everyone driving the same speed and say you have to pay them like $250 or they carjack you. They take it to there place and give a ransom that goes up daily. If you cant afford it they sell it at an auction and take the profit for themselves. 🤔
