My dad is a surgeon and its both honestly
Surgeons are expected to be professional and competent. They need to do their best to make sure the surgery is successful because they literally take an oath to do no harm, and can be held legally accountable for negligence.
But all surgeries do come with risks. You are made aware of these risks before agreeing to this surgery. And unless there was some kind of negligence on the surgeon's part, then yes, it was your own choice and you are left to deal with the consequences of that decision.
That's why its important to always consider the benefits and risks of a surgery. My dad usually tells people that they need to determine if their quality of life or health will be improved enough by the likely outcome that they are willing to risk the unlikely unfortunate outcome and repercussions. Because unless the surgeon behaved in a negligent or harmful manner, they aren't at fault. Its a risk you assume when you consent to surgery.
But it sounds like that doctor isn't behaving professionally in that specific case🤷
