He did not comply with the letter of the law for his claimed 'exemption'. The fact he is a Covax refusenik like me has zero to do with it. I would not be able to travel internationally because I refuse to get Covid drug jabs. Novak just happens to have a lot of money to afford a crack legal team at short notice. In my view it's Tennis Australia that threw him under the bus. The other two people (female player and an official) using the same visa entry exemption already left the country without a fuss.
