I hate how the top of this website keeps moving up...

Good news! It can be fixed! I just myself learned this a few minutes ago.
Next to your profile pic up there in the right hand corner click on the three horizontal bars.
Click on settings
Scroll down til you get to notifications, under that banner there is a little box right above the save button. Unclick it, hit save and refresh your browser. End of problem!

Go to account settings... then to preferences

Auto-hide Header on scroll to maximize screen area

Uncheck this

Yeah, that's new too. It's poor design and usability. Likewise, it makes we wonder what their intention is.

There is a setting to stop auto-hiding the blue bar. But the white bar still pops in and and out.

You can change it in your settings (:
