First they advise blocking them.
It there is persistent harassment then continue to make reports, keeping evidence by book marking/screenshots of the harassment.

@GusmanBlocking doesn't always help, reports don't always go through and when they do they get invalidated.

I average 15 deletes a day and 4+ blocks

Many seek to offend, as part of their self-impression of importance ... ignoring, deleting and blocking removes the issue and robs the offender of importance.
