this would depend on the town, location, etc. Usually it does for poverty and crime tend to go together but not always : low transportation, lack of business opportunities, older population, rural areas, deserted towns.
No was a different case for me. I'm not a slave of it any longer good riddance.

It's not that simple, but poverty and crime do seem to correlate
