Actually it does, it's not the only definition but it's one of the definitions:

behavior, manner, or appearance intended to avoid impropriety or indecency.

@GJOFJ3 That is referring to the use of nudity to draw attention to oneself. A lot of people here will respond to posts about nude beaches saying they wouldn't do that because they wouldn't want everyone looking at them...the thing is that doesn't happen. Yes, you would be seen nude, but nobody would really be paying attention to it because they are not there to look or be looked at, and also everybody else is nude too. If someone say for instance walks into the local shopping mall naked then they WOULD be noticed because they'd stand out. Exhibitionists can be classified as immodest because they are using their nudity (partial or full) to grab attention and especially draw it to themselves. Basically, nudity is only "immodest" if it is in places where it is not commonly seen or practiced.
