What accents are acceptable to mimic in a joke without causing offence

in this age of cultural awareness and understanding of how low level racism/bigotry seeps into everyday life
Are the Sccottish,irish.Welsh and English (british as most of the world thinks ) accents the only ones that are acceptable to mimic without offending someone . Especially those people that get offended on other peoples behalf.
