Is this person a victim or a co-abuser?

If a person knows that what their spouse is doing to other people is abusive, yet they don't say anything or try to stop that abuse due to fear of their spouse blowing up and leaving....would you consider them a victim of the abusive spouse or a co-abuser for allowing the abuse to happen?
