Is this person a victim or a co-abuser?

If a person knows that what their spouse is doing to other people is abusive, yet they don't say anything or try to stop that abuse due to fear of their spouse blowing up and leaving....would you consider them a victim of the abusive spouse or a co-abuser for allowing the abuse to happen?

I'd assume they are codependent. if its children we are talking about it, they are at as much fault for not stopping/preventing the abuse

Could be the one spouse has been abusing the other, that he or she is indeed terrified to speak up.

Their not a co abuser because their silence is out of fear so they would be in a co-dependant relationship..
