What I do not understand regarding this is that the dam is at 180% capacity.
How does that happen? Surely there are overflow channels?

@TheOneyouwerewarnedabout You do not understand what I am saying. If a dam is built to hold X amount of water how can it possibly hold more?
The dam back in my home town had a capacity of X. Any more water flowing in escaped via side channels so it could never be overfull

@TheOneyouwerewarnedabout Spillways operate at slightly above 100% capacity. But this dam is at 188%?
