Is it ok for other adults to tell kids when to or when not to do something

If they are not the parents but maybe other family members?

In my culture we treat Uncles and Aunts the same as we would our own parents and Cousins like they're brothers and sisters. And the elderly who aren't related by blood as Aunt and Uncle.
