What is North Korea planning to do if it gets an ICBM?

If it fires it, North Korea will be destroyed. All it can do is use it as a deterrent against being invaded by a US-South Korean force. But it still can't attack South Korea without being annihilated in a counter attack. Sounds like all they can do is force a stalemate.
