No.
Certain Civil-Service agencies, mainly His Majesty's Revenue & Customs, Driver & Vehicle Licensing Agency, and the National Health Service, know my name and address and my details relevant to them, and they contact me as necessary.
Mainly by letter, which greatly reduces the risk of my being tricked by fraudsters pretending to one of those agencies.
HMRC collects my taxes on my company pensions, and pays my State Pension.
DVLA can verify I may still legally drive a vehicle that itself is legal for public road use.*
The NHS, via my GP, helps me stay as healthy as possible.
Surveillance though? Why? By whom?
I have given no reason to be watched and do not fear such is happening, though I might be worried and annoyed if I was!

*Indeed, as DVLA will remind me, my car's annual "Road Fund Licence" fee is due next month...
