Galveston hermit crabs

They sell pet hermit crabs in Galveston. One year we accidentally got shells at the beach that had crabs inside. We heard them walking the the sink in the motel room

Why are some of the shells painted? Were they sold at pet stores and then dumped on the beach when the tourists went home?
