I see why you'd think that, but since pretty much all of the floor seems to be clear, I'd guess it's just some cloth or something, maybe a mat of some sort - it's go nearly zero 'z' axis depth on the balcony.

the lower one looks like its setup to kill unwary pedestrians who wander under it though. I think I count no less than 7 or so kid bike/riding toys in that pile.

Is there a used broken toilet hidden under all that too?
