Sounds like Boston's big dig! Went 10 years past the proposed finish date, and the Unions gobbled up overtime like pigs at the trough, and Union Dig workers became VERY rich.
@Patriot96 It seems to me that every huge project where the Unions are involved goes exactly the same way. That unfinished railroad out in California, for example.
