It's called "the boot strap process". It's not as easy as it sounds. Yet it has been done.
Most don't have the initiative. Which is rarely ever learned.
Without initiative you can't boot strap.
This is a good article on the process. Yet it gives the same limitations as I have about initiative.

You must turn on the computer (the initiative) to begin it's own "bootstrap" process.
