A lot of them do. I see couples in diners, both staring at their phones and ignoring each other. I see kids in the park, not playing, just sitting and staring at their screens. I've seen people visiting relatives in the hospital, and spending the whole time on the phone. And on and on. It's very sad, few people communicate face to face any more.

@AbbeyRhode Which is the way it should be. If you meet someone and both of you have arranged to meet up, the main focus of attention should be on each other. When someone starts looking at their phone more, it can come across as even if not intended, as being rude.

Yes.. The more time you spend looking at a screen the less time you have developing your interpersonal relationship skills by engaging in face to face verbal interaction..

I don't look at my phone when I'm with someone in person, but I'm rarely with someone in person.
