How would you feel about this random school lunch policy?

For students who are unable to pay for their lunch will be given a "courtesy" peanut butter sandwich

Seems kinda rude. They make enough food to sell to them but won't just give it to them when in need?

As an aside, peanuts and peanut butter are banned in my local district. Too much of an allergen
