The best way to peel fresh ginger is with a teaspoon. That is the easiest way to get into all the nobly bits.

@Lilymoon I think the skin may be a bit bitter. I usually peel it.
I never peel ginger. Even when I grate it for tea.
I don't peel anything, a lot of good stuff is in the skins

I peel it the best I can with a spoon, then grate it on a micro plane. This isn't perfect, but if you stop every six to ten strokes, much of the covering remains on the top side of the plane. Brush it off and keep grating.
