What Powers would you give out and to whom...

Do I have to ordain superpowers to people by name? Like, if I wanted to give all government leaders superhuman judgement, could I do that in one fell swoop?

@Ferric67 I’d give and take powers as I see fit, every day. I’d give some to myself, and to people I want to help or please. I’d give unfortunate ones to people I’m miffed at. I’d also give powers to people so they could help me, probably.
