KimBras Custom made anything is expensive - sometimes, there does come a point where you have to consider if going custom made and having something that's guaranteed to fit you might be higher value for money than taking the gamble that you "might" find something that fits on the high street or online, though.
In this case, I have a feeling that you're never going to find anything readily available for OP's partner - and I really don't want her to go through the discomfort and potentially life threatening danger of trying to squeeze into something that is too small for her.
If something goes wrong, it's not just the cost of the item they're potentially down - but it could be the cost of medical treatment, too... and then you have to think if custom made might be cheaper than the ambulance ride and treatment in hospital???
