Why can't she have a puppy?

You should tell her well ahead of time that there won't be a puppy; otherwise the disappointment will ruin the birthday (we finally got a puppy when our youngest was around 7).

Sad truth. If she gets a puppy, it's your work load. Maybe, a small short lived caged animal like a hamster. When it dies, she will be about seven, and you can reassess her readiness for a puppy then.

My niece REALLY REALLY wanted a pony and was so unhappy that she didn't get it.

It looks like she got to train with some ponies.

Well, get her a puppy! (Or sit her down and seriously explain there there will be no more new pets this year)
